The Leapfrog Paradox: Why Frontier Markets Are Building the Commercial Infrastructure Developed Markets Will Need Next

What two years running a commercial P&L in Cambodia taught me about the commercial models that Singapore, Malaysia, and the UK have not yet built — but will need within five years.

In 2023, I sat in a commercial review meeting in Phnom Penh presenting our revenue performance to the board. One question stayed with me: “How are customers paying for their devices if they don’t have credit cards?” In Cambodia, none of the usual rails existed. If we wanted customers to own a $1,000 device, we had to build the financing mechanism ourselves.

Cambodia is not interesting because it is poor. It is interesting because it is building commercial infrastructure that richer markets have not yet been forced to build. This is the leapfrog paradox: the markets with the least legacy infrastructure are building the most advanced commercial models.

The Data Point That Changes the Frame

In 2024, Cambodia’s national payment system — Bakong — processed 608 million transactions worth approximately $105 billion. Cambodia’s GDP that year was $46 billion.

Not Singapore. Not the UK. Cambodia. There was no Visa, no Mastercard network embedded in every terminal, no established banking relationship most citizens maintained. Into that gap, the NBC built Bakong — and because there was nothing to displace, it was adopted at a speed no incumbent market has matched. Over 4.5 million Cambodian merchants now accept Bakong payments.

The Leapfrog Sequence

In a conventionally developed market, digital infrastructure builds in layers over decades — each layer creating a constituency that resists disruption of the layer below it. Cambodia mostly skipped the first three layers. There was no fixed-line infrastructure to protect, no voice-centric mobile revenue to preserve.

Mobile download speeds in Cambodia’s urban centres increased nearly 80 percent between 2023 and 2025. In January 2026, all three operators launched 5G simultaneously, deploying over 2,000 base stations in six months.

Three Commercial Models Being Built

Model 1: Creditless Consumer Financing
Instead of credit-history-based financing, the model uses behavioural proxies: mobile payment history, top-up consistency, wallet balance patterns, geographic stability. A real-time behavioural credit assessment more current and granular than a quarterly bank statement.
Model 2: The First-Layer Digital Stack for SMEs
Cambodia has ~500,000 SMEs, almost none with accounting software. The entry point cannot be software assuming an existing chart of accounts — it has to be a QR code that lets the business receive payment, from which everything else follows.
Model 3: Platform Commerce on Social Infrastructure
In Cambodia, the commercial internet is Facebook and Telegram. Discovery on TikTok, customer service on Telegram, purchase via KHQR — a commercial motion that costs the SME almost nothing.
